abstract = {The scientific facts concerning the changes in the composition of the atmosphere that are leading to global warming are briefly presented. This greenhouse effect could be slowed or stopped if action is taken to curb emissions of greenhouse gases or enhance the sinks of these gases. The paper also addresses the response of the international community to this problem. Concern over global warming led to a landmark international agreement to work towards preventing global warming. This agreement is the Framework Convention on Climate Change; it was negotiated at the United Nations Conferences on Environment and Development in Rio de Janeiro in June 1992. Government policies that could prevent climate change are discussed.}
